About NASA SEWP VI
NASA SEWP — Solutions for Enterprise-Wide Procurement — is a multiple-award Government-Wide Acquisition Contract providing Federal agencies and approved Government contractors access to Information Technology, Communications and Audio-Visual solutions and services.
Awards are made in three scope categories, each solicited and ordered separately. Black Systems LLC holds a Category C contract for Mission-Based ITC/AV Service Solutions.
Category C
How Black Systems Works
Black Systems turns complex Federal mission problems into implementation-ready solutions.
We begin by understanding how the organization operates today. We analyze processes, systems, data, infrastructure and security; identify risks and inefficiencies; design the future state; develop the technical and operational deliverables required for implementation; and provide engineering oversight through execution and acceptance.
Our delivery model emphasizes analysis, architecture, engineering, documentation and technical oversight, while qualified specialized partners may provide physical implementation or field execution when required by the task order.
Black Systems’ Category C contract focuses on mission-based ITC/AV services. Ancillary products may be incorporated when permitted and when they directly support the applicable mission-based services requirement.

Multiple-Award GWAC & Fair Opportunity
The Black Systems SEWP VI Category C contract is one of many awards under a multiple-award Government-Wide Acquisition Contract. Orders placed under SEWP VI are subject to the applicable fair-opportunity requirements of the SEWP VI contract and FAR 16.505(b).
Fair opportunity. FAR 16.505(b) generally requires contractors under a multiple-award contract to be provided a fair opportunity to be considered for orders above the applicable micro-purchase threshold, subject to the exceptions and procedures in FAR 16.505. The method of obtaining fair opportunity is at the discretion of the Contracting Officer, and the Contracting Officer documents the rationale for placement and price of each order. The NASA SEWP Quote Request Tool is the recommended method to support this activity and to augment the required decision documentation, and automatically includes the Contract Holders within a selected Category or those based on a suggested source.
Availability of offerings. A Contract Holder may not market, quote or otherwise offer for sale solutions that are not available under its contract until those solutions are included in the SEWP database of record and available to all Government end users. In response to a Request for Quote or Market Research Request, a Contract Holder responds only with offerings available under its contract, at a price no greater than the price in the SEWP database of record at the time the quote is issued.
Completeness of response. Unless the request specifically allows partial quotations, a Contract Holder responds fully to all requirements in the request. Where a Contract Holder cannot fully respond to a formal Request for Quote, it responds with a No Bid.
Quote validity. Every quotation states the period for which it is valid, and Black Systems honors any order submitted within that period.

To speed a response, include the requirement description or performance work statement, place and period of performance, deliverables, any applicable security requirements, and the response due date.

Process
How to Place an Order
- Define the requirement The ordering activity defines the mission need, scope, deliverables, place and period of performance, and applicable security requirements.
- Request competition through SEWP Use the NASA SEWP Quote Request Tool or other authorized ordering procedure in accordance with agency acquisition requirements.
- Evaluate quotations Evaluate eligible SEWP Contract Holder responses and document the applicable fair-opportunity and best-value decision.
- Issue the order The ordering agency issues the applicable Delivery Order or Task Order.
- SEWP processing and performance The order is processed through the SEWP Program Management Office as required. Black Systems will not begin fulfillment until it receives the processed order with an assigned SEWP Control Number (SCN), and performs thereafter in accordance with the applicable Task or Delivery Order.

Implementation and service delivery
Black Systems performs services in accordance with the scope, schedule, deliverables and acceptance criteria established in the applicable task order. Where physical installation or specialized field implementation is required, Black Systems may provide design, technical oversight, quality assurance and acceptance support while qualified implementation partners perform field activities, as appropriate to the order.
Basic warranty — professional services
For services-only orders, applicable quality, acceptance and correction requirements are governed by the SEWP VI contract and the individual task order. Black Systems will review documented deficiencies and provide corrective action consistent with those requirements.
Basic warranty — ancillary products
Where ancillary hardware, software or other products are supplied in support of a Category C services requirement, applicable manufacturer or publisher warranty terms will be identified in the quotation or order. Black Systems will coordinate applicable warranty claims and support escalation in accordance with those terms.
Extended warranty and ongoing support
Extended manufacturer warranty, maintenance, sustainment or post-implementation support may be quoted when requested, available under the Black Systems SEWP VI contract and appropriate to the requirement.
Technical support
Black Systems provides technical support through its designated SEWP technical contacts. Task-order-specific support hours, response requirements and service levels will be established in the applicable quotation or order.
Software support
Where software, applications, subscriptions or licensing are included in an applicable order, Black Systems will coordinate support, maintenance, publisher escalation, updates and related services in accordance with the quotation, order and applicable provider terms.
Other post-delivery issues — returns and replacements
When an order contains ancillary physical products, applicable returns and replacements will be coordinated through Black Systems in accordance with the manufacturer’s or provider’s terms and the task order.
Deliverable acceptance
Acceptance criteria are established in the applicable task order. Black Systems submits deliverables for Government review, addresses required corrections, and supports final acceptance and closeout.
Payment
Payment terms are governed by the applicable SEWP VI contract and individual Delivery or Task Order. Black Systems accepts authorized Government Purchase Card payments when applicable. Any applicable purchase-card pricing treatment will be handled in accordance with the SEWP VI contract and reflected in the applicable quotation or order.

If an issue is not resolved at the initial support level, it may be escalated to the SEWP Program Manager and Deputy Program Manager jointly. Black Systems will coordinate the appropriate corrective action and communicate status to the ordering activity.
